Today, managers of Information Systems organizations are increasingly taken to task to measure and report, in quantitative terms, the effectiveness and efficiency of their internal operations. In addition, measurement of information systems development products is also an issue of increasing importance due to the growing costs associated with information systems development and maintenance. One measure of the size and complexity of information systems that is growing in acceptance and adoption is Function Points, a user-oriented non-source line of code metric of the product of systems development. Recent previous research has documented the degree of reliability of Function Points as a metric.
